Assistant Director of Payroll

<dt><h2>Class Description</h2></dt>
<dd><p></p><p style="margin: 0.3pt 0 0.0001pt 11.15pt; text-indent: -0.2pt"><span style="color: inherit">The purpose of this class is to assist the Director </span><span style="color: inherit">of </span><span style="color: inherit">Payroll in the oversight</span><span style="color: inherit"> of </span><span style="color: inherit">the </span><span style="color: inherit">College's </span><span style="color: inherit">Payroll Department and to act as the liaison between the Payroll Department, Accounting Department, Human Resources Department and external agencies in all salary </span><span style="color: inherit">and </span><span style="color: inherit">fringe benefit related issues.</span></p></dd>
<dt><h2>Minimum Requirements</h2></dt>
<dd><p><span data-olk-copy-source="MessageBody" style="color:inherit; margin-top: 0px; margin-bottom: 0px;" id="isPasted"><u><strong>Bachelor’s degree and four years of experience, including at least two years of continuous staff supervision or management.</strong></u> Knowledge of current federal and state laws and regulations related to employee wages and benefits is required, as is proficiency in Microsoft applications and payroll financial systems. The Certified Payroll Professional (CPP) designation is preferred. <strong><u>Current CCBC employees completing a bachelor’s degree within the next year may be considered.</u></strong></span></p></dd>
<dt><h2>Class Specific Essential Duties</h2></dt>
<dd><p></p><ol style="margin-left: 26.45px; margin-bottom: 3pt"><li>Manage and supervise employees of the assigned college division or function.</li><li>Plan, coordinate, and implement projects, programs and/or initiatives.</li><li>Serve as liaison between college departments, vendors, government agencies and/or other external organizations.</li><li>Responsible for the development and maintenance of departmental records and reports.</li><li>Assist with the development and administration of departmental policies and procedures.</li><li>Establish, maintain and supervise the payroll financial systems to safeguard and properly maintain the integrity of payroll for the college.</li><li>Assist the Information Technology department in developing ad hoc payroll reports to effectively audit payroll output to contribute to successful payroll processing.</li></ol></dd>
<dt><h2>Position Specific Essential Duties</h2></dt>
<dd><p></p><ol style="margin-left: 0.05in; margin-bottom: 3pt;"><li>Supervise the payroll operations staff and serve as the backup for the Director of Payroll in the absence of the Director.</li><li>Schedule and monitor workflow and production processes and oversee the timeliness and accuracy of all payroll data being entered into the financial management system.<span style="color: inherit;"> </span></li><li><span style="color: inherit;">Review and approve table maintenance within the financial</span><span style="color: inherit;"> </span><span style="color: inherit;">management </span><span style="color: inherit;">system </span><span style="color: inherit;">to </span><span style="color: inherit;">ensure that </span><span style="color: inherit;">wage, </span><span style="color: inherit;">tax, and benefit data </span><span style="color: inherit;">is </span><span style="color: inherit;">accurate.</span></li></ol><span style="color: inherit;"> 4. Prepare annual evaluations for assigned </span><span style="color: inherit;">staff, as well</span><span style="color: inherit;"> </span><span style="color: inherit;">as, </span><span style="color: inherit;">providing periodic performance </span><span style="color: inherit;">feedback.</span><br><span style="color: inherit;"> 5. Serve as backup in the</span><span style="color: inherit;"> preparation, payment </span><span style="color: inherit;">and </span><span style="color: inherit;">reconciliation of payroll liabilities </span><span style="color: inherit;">and </span>tax <span style="color: inherit;">withholdings.</span><br><span style="color: inherit;"> 6. Serve as </span><span style="color: inherit;">payroll liaison on all testing and </span><span style="color: inherit;">troubleshooting </span><span style="color: inherit;">of </span><span style="color: inherit;">payroll </span><span style="color: inherit;">processing of new releases </span><span style="color: inherit;">and/or </span><span style="color: inherit;">upgrades to the payroll </span><span style="color: inherit;">software </span><span style="color: inherit;">where payroll is impacted</span><br><span style="color: inherit;"> </span><span style="color: inherit;">7. </span><span style="color: inherit;">Assist in payroll training. This includes training on newly implemented processes and </span><span style="color: inherit;">refresher </span><span style="color: inherit;">training </span><span style="color: inherit;">on </span><span style="color: inherit;">processes </span><span style="color: inherit;">already </span><span style="color: inherit;">in </span><span style="color: inherit;">place.</span><br><span style="color: inherit;"> 8. Assist in the development of policies and procedures of the </span><span style="color: inherit;">payroll </span><span style="color: inherit;">department.</span><br> 9. Prepare annual payroll <span style="color: inherit;">calendars for </span><span style="color: inherit;">internal and external distribution.</span></dd>
